Department of Homeland Security Announces Final Standards for Private Sector Emergency Preparedness

Janet Napolitano, Secretary of Department of Homeland Security, recently announced the adoption of final standards of the Voluntary Private Sector Preparedness Accreditation and Certification Program (PS-Prep). These standards mark a milestone for DHS in developing a private sector readiness certification programs tailored to the needs of small businesses. The adopted standards are: ASIS International SPC.1-2009 Organizational Resilience: Security Preparedness, and Continuity Management System Requirements with Guidance for use (2009 Edition). British Standards Institution 25999 (2007 Edition) - Business Continuity Management.(BS 25999:2006-1 Code of practice for business continuity management and BS 25999: 2007-2 Specification for business continuity

Final standards of the Voluntary Private Sector Preparedness Accreditation and Certification Program (PS-Prep) were adopted in June of this year after public consultations and a series of regional public meetings.   Recommended by the 9/11 Commission, PS-Prep helps the private sector improve their emergency preparedness for disasters.

 

 

 

 

 

October 16, 2009  Federal Register Notice

The proposed standards, developed by the National Fire Protection Association, the British Standards Institution and the ASIS International, were selected based on their scalability, balance of interest and relevance to PS-Prep from a group of 25 standards proposed for consideration following the publication of a Federal Register notice in December 2008 announcing the program.

ASIS SPC.1-2009 Organizational Resilience: Security Preparedness, and Continuity Management Systems the American Society for Industrial Security is making ASIS SPC 1-2009 available for inspection, downloading, and printing at no cost.

British Standard 25999-2:2007 Business Continuity Management the British Standards Institution is making BS25999 available for inspection, downloading, and printing for a nominal charge.

National Fire Protection Association 1600:2007 Standard on Disaster/Emergency Management and Business Continuity Programs the National Fire Protection Association is making NFPA 1600 available for inspection, downloading, and printing at no cost.

ANSI - ASQ will be the ``selected entity''  ... to  develop and oversee the certification process, manage accreditation, and accredit qualified third parties to carry out certifications

 

6 U.S.C. 321m(b)(3)(A)(i). On June 12, 2008, the designated officer entered into a contract with the ANSI-ASQ National Accreditation Board, or ANAB, to be the ``selected entity'' under the statute. As the selected entity, ANAB will develop and oversee the certification process, manage accreditation, and accredit qualified third parties to carry out certifications in accordance with the accepted procedures of the program. ANAB is an internationally recognized national accreditation organization, is an International Accreditation Forum (IAF) charter member, and currently is the only IAF-member accreditation organization for process/management system certifiers based in the United States.
